Job Description:
The submittedcandidate must be able to apply common knowledge, skills, and abilities in thefollowing areas:
The selected candidate must have the following required KSAs and experience:
1. Ability to produce legible and complete functional documentation in a waythat thoroughly captures business processes and inputs/outputs of theapplications;
2. Ability to analyze and accurately and completely define processes andworkflows to design efficient information solutions, including missing orduplicate functionality in existing applications;
3. Ability to work effectively with users and a project team, to identify anddocument requirements for the maintenance, enhancement or development ofcomputer application systems, including technical overviews and contextdiagrams;
4. Ability to develop and manage information systems documentation inaccordance with the Department’s standards;
5. Knowledge of relational database theories and concepts;
6. Knowledge of the Florida Accounting Information Resource (FLAIR) system,including transaction type details and interfacing methods;
7. Skill in testing complex applications and interpreting whether requirementsand design were met in the product;
8. Ability to plan, organize, coordinate, and prioritize work assignments forhim/herself or lower level analysts;
9. Skill in accurately estimating time requirements for requirements analysisand computer programming tasks in a computer application maintenanceenvironment;
10. Ability to work effectively with Project Managers, Business Analysts, DataAnalysts, and Technical Architects to build efficient, viable solutions in themaintenance of business applications utilizing all established departmentalstandards;
11. Ability to prepare complex computer program specifications;
12. Ability to prepare computer program test plans and to create test databasesand test environments;
13. Ability to interpret and communicate technical information related tocomputer programming and data processing, both verbally and in writing;
14. Ability to develop and manage technical documentation in accordance withthe Department's standards;
15. Advanced skills with Microsoft products: Word, Excel, PowerPoint and Visio;
16. Experience working on accounting and financial computing applications andmonitoring complex interfaces with external systems.
Preferred KSAs:
17. Ability to evaluate computer application and system problems;
18. Skill in performing QA reviews and provide valuable feedback in determiningthat standards are met and that documents are complete and comprehensive;
19. Knowledge of mainframe programming languages, computer systems andsupporting software;
20. Skill in data conversion techniques, data cleansing approaches andvalidating data relationships;
21. Basic knowledge of Universal Modeling Language (UML) and Sparx SystemsEnterprise Architect or equivalent enterprise tool to document businessprocesses, collect requirements, develop test scripts, and manage traceability.
